Resizable BAR restriction to 5000 and 6000 series on supported mobos is an artificial limitation. Here's Resizable BAR working on Linux with RX 580 and Ivy Bridge. Could work on Windows too but the driver does not use it.

I have FINALLY figured out the right ram sticks/settings for the best performance my old ass motherboard.. Thank you SO MUCH to everyone that helped me get here. I learned a ton and wound up with 2x 8gb Trident X 2400Mhz ram downclocked to 1866Mhz and lowered voltage from 1.65v to 1.6v!
