Random cord coming out of non-polarized outlet…ok to just cut it off?

We opened up our kitchen ceiling and found this. What do we do to fix this????? It looks so wrong.

Can anybody give me an explanation to why this happened?

Have you ever snapped on a guest? I was so close tonight. A lady with 3 kids kept summoning staff 2clean up random bits off the floor (food her kids dropped) also did the same to wipe up minuscule drops of water on her table 3 times. The last time l gave her a clean rag & walked off.

Switch an outlet to a light.
