It has the distinct look of a custom made cradle from a factory or maintenance facility used to hold a piece of industrial machinery or component during assembly. Something VERY heavy.

Maybe its an old tractor seat minus the parts to make it comfortable? Like someone took the frame from a tractor then set it up on this device to have as art or a rolling chair?
I started working at a place where they make farm equipment and they use something like this to insert a philght into a auger tube?but it's less appealing tho

Potentially it was even a refurbishment of one. Furniture like that is commonly found in cities with big havens like Hamburg

I think it's art, missing whatever globe or reflector thing it had on top.
My title describes the thing. Found in our AirBnB in coastal Maryland. Extremely sturdy, has wheels and some kind of seat/back-rest.
I’m going to argue against any industrial use, simply because of the fake rivets. They serve no purpose but to make it look heavy duty, and/or old.

Horse saddle chair or holder?
Horse saddle racks have to have a bar to support the tree. Even if it was upside down this would damage any saddle.

We used assembly/transport frames that were very similar to this when I worked in the defense/ aerospace industries.
