There should be a decision to federate in your journal. You need good relationship with the other state though. And there's a cooldown. The UK has the decision too. Though the flag for Canada is a bit weird in my opinion
Make money, attract immigrants and make the other Canadas + GB like you. Research nationalism and the journal will start to fire. Super easy start.
