I remember almost nothing about this movie except that the main character wore a swimming costume under her normal clothes 24/7, i think she had run away or something but i might be making that up, i have really bad memory. I'm pretty sure she had like a boyfriend or something or they got together at some point but there was a guy with her i think.

Do you remember anything about what colour her hair was and what colour hair the guy she was with had? Was it a kids movie or one for teenagers and up? Were mermaids or animal transformations involved?
i do not remember any mermaids or animal transformations no, i think it was more for teenagers/adults, not children and i don't remember either of their hair colours but i THINK.. (i may be wrong) the girl had kinda short hair like to her shoulders ??
Ok, I don't think it was Splash with Tom Hanks and Daryl Hannah and it rules out a lot of stuff like Animorphs, the live action Sabrina the Teenage Witch movie. What kind of tv channels did your family have growing up? You might be able to check old tv guide pages if you can narrow it down. Do you remember what kind of style of outer clothes the characters wore? Because there is a movie called Desperately Seeking Susan about a woman who loses her memory from the 80s which has a guy helping her find out who she is. One of the characters wears a leotard under a jacket as a part of her clothes style which looks like a swimsuit. If you know what the characters dressed like, we might be able to look at specific decades in film, so I usually check the fit of jeans since they are good at dating when a thing is made. My best general guess is that you are looking for an 80s movie because spandex was a very popular material and 90s stuff was more baggy.
i watched it on some random free movie streaming site, i think it came out somewhere between like 2015-2018 but thats just a guess cus i think it was new at the time, i dont really remember what they wore tho :(
Haha, funnily enough I couldn't watch anything during those years bc I was very ill and couldn't leave the house to watch stuff, but that's a three year timeframe so u have narrowed down your timeframe considerably. Wikipedia has a list of films that were released in America by the year, and probably has similar lists for Canadian and UK films too if you're located outside of the United States or think it might be Canadian instead. Here is the list for 2015. You can just edit the numbers of the link to check other years too. You could also Google "top 10 blockbusters of 2017" and stuff like that to see if anybody has made lists about stuff with names you recognize. I know you said there weren't any mermaids but is there any chance that the film is Mermaids (1990). There aren't any mermaids in it despite the title. You might be conflating Winona Ryder as the older sister who has an unsuitable boy in her life with Christina Ricci as her swimming - obsessed younger sister who, I am fairly sure, always wears a bather under her clothes. (She wears a nose clip at dinner too). Cher plays their mum.
