You could try but don't be shocked if you get a hard inquiry and get denied, not really a risk IMO. Chase is one of the ones with a long memory that will blacklist you for 10+ years.
If denied always call the recon line. Do you know if Chase *sold* the debt or if they still owned it and you essentially paid them directly for it?
What’s a few years? Chase has a very long memory and most people find it’s 10 years or longer after you burn them before they will even consider giving you another chance.

I presume Flex card is a good card - but surely you have a second choice? Get the second choice, and wait a little longer to apply for Chase.
You will probably never be able to bank with Chase again. For the best, really. Find a bank that has customer service.
