The difference is kids don’t accidentally ride his helicopter bike. A guest is liable to get seriously injured from stuff like this. It’s his place and even if it’s not to code he can sort of just do it (would be a pain come time to sell), but there’s a difference between making an isolated dangerous object and what are unintentional booby traps in your house.

Safest thing ever? No, but safe for private use to someone who is familiar with how to use it? Yeah mostly.

Yes, it's certainly less of a pain in the ass to weld together a perfect spiral staircase that fits inside a closet and still have it remain functional as a closet than it is to build a quick and dirty ladder under the floor
