You are applying to one of the most impacted job markets in the country. There is no dire need for new graduates and there are 30+ RN schools in the area if you include LA, OC, and parts of the IE.
The job market here is already though for locals with many having to go out into the deep IE (Hemet), Imperial Valley, and much of Central California and Northern CA.
Also, be cautious with Alvarado and Paradise Valley. They both go out of ratio - especially the former despite unionization.
You should apply at the smaller hospitals and look further from the city, they all hire new grads. If you can get in touch with the managers on the units you are interested in. Ask your preceptor for their manager’s contact info. If it’s allowed then go to the unit directly to show your interest. I know it’s harder to do that since covid happened. The best way to get your foot in the door is if you can contact someone directly. The main thing is don’t be too picky and you will find something. Don’t just apply for the new grad programs, many hospitals will have you apply for regular RN I positions and then you get put into a new grad program.
Helps to have a local address on your resume. Everywhere is short staffed. Everywhere is hiring.

Lol is this a joke? I got an offer letter before even passing the nclex as an ADN new grad. My hospital recently hired 60 new grads into the ED 🤣

Also a tip for you, it takes more time for you to do licensure by endorsement so I would take the NCLEX in California!
