It depends on the kind of material If it was twine/rope of some kind then yes. I can't tell for sure but as long as it's not abrasive it's fine.
If it doesn't bounce back after drying off I'd recommend a tall stake to tie it to. Just long enough for it to get a little thicker. Another year probably.
