Tolkien gives no indication that Goldberry is a Maia. She’s identified only as “the River-woman’s daughter”, so possibly a nymph or naiad of some sort. There’s no canon answer to that question though.
They are as mysterious as the nameless things. So no conformation in the books whatsoever. Although there are a few theories (they are mentioned by other redditors).

I don't think that they're Maia. They're just something else
Tom and Goldberry aren't really explained and seem like they don't really fit with the rest of the lore. They're their own thing.
