Using paper towels for quarantine is a good idea but skip the shelf liner. In a case where there is the potential for higher heat it will off gas and can harm your Leo.
You need a dimming thermostat for a halogen bulb. The one you listed is an on/off.

If you can't afford them right now, a [dimmer](https://www.amazon.com/gp/product/B0000BYEF6/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1) will work, but you need to closely monitor the temperatures in the tank, especially the surface temp, with an infrared temperature reader.

That should be good until you can invest in a thermostat. You might have to monkey around with it until you get the temperatures where you want them.
