I'm pretty sure if you can afford this, you can handle the maintenance of it just fine.
There is nothing home made about that. This is something that cost a couple hundred thousand more dollars than the Citroen, custom built buy a specialist in hard lifts.
You seriously underestimate the cost of heavy, custom machinery.
Something like this is planned to be able to handle basically whatever you can throw at it, as long as you regularly maintain it.

Are you talking mechanically or human safety wise? There are some parts that could fail, but there are many other things that are more mechanically complex such as a car that are used in everyday life. Safety wise, that is a very valid point as it's next to a public street, if a person fell in and got mangled by the chains... that wouldn't end well

It holds more than one car down there. You drive into it in one direction and it puts the car in a stall, and when you take it back out it points the car you picked towards the exit.

I was wondering what the point of this was. Makes sense when you realize that there are multiple cars in an underground garage. Still seems like a more practical solution would be to sacrifice a little space and have a ramp take you to the surface.
If you're in a dense urban setting, there is no space to sacrifice. Car lifts like this are all over the place in Tokyo. They are usually towers instead of under ground.
The difference between a tower an a well is the way you hold the blueprint.

As someone else already noted the tracks visible on the first level (there seem to be two levels below) are stalls. The car and the platform it is sitting on are stored in one. When it is raised up it rotates to face the exit.

At the very end of the video the car starts dropping, but the platform stays at ground level, anybody know what's going on?
My guess was that the car is lifted off the ground/platform to lock it in place and prevent it from rolling off the platform. That leads to my question of how different length/wheelbase cars are handled, but I'm sure they thought of that when designing it.
It appears there is one platform per car, brought out on the tracks visible on the first below ground level.
