Jaywalking isn't illegal here in Sweden, it's just one of those silly American things. Mostly used as an exuse to harass undesirables as I understand it. I would think that getting hit by a car and almost losing your child would be punishment enough. But I guess some people just love kicking people while they're down. I believe Queens NYPD doesn't chase anymore after an incident that led to the death of two individuals who were fleeing on a motorbike. Most PDs that I hear about anymore have pulled back from chasing due to how many times the chase leads to a fatal accident, whether that is the feeling person or party, or random victims that happen to be where the chase to come to an end, which often is a crash. Usually it is only the state police or highway patrols that still chase, but it really is going to be different from jurisdiction to jurisdiction. (Doesn't mean I don't think it was good that the cop instantly pulled up to show that there is police activity and alert any traffic coming through and helping with medical. Definitely did a good job.)

It's a lot more simple than that. The highest priority of the Police is to preserve life. At least it is here in the UK, if a certain state's Police Force didn't run with that as the highest priority then it'd lower my trust in them. Cop in video made the right call. Perp may have intentionally done this knowing that the cop couldn't chase. That's what criminals do, they exploit policies and human behaviour.

I think most people misinterpret that motto, “serve and protect.” They’re meant to serve and protect the people they are arresting as well. First the innocent bystanders, then the people causing problems. Their badge is a shield for a reason. It signifies that they have made themselves the shield. I’m not saying cops are never justified in using lethal force, but the idea that they are warriors the same way soldiers are is bass ackwards. There are a lot of cops that would rather help a bad guy than shoot them, even at the risk of being shot themselves. They wear bulletproof vests to help them be that way. We need to focus on that sort of thing. With cops, the best defense is not a good offense, because their goal is not or should not be to defeat, but to protect and serve.
