Yeah that was my friends' garage. None of them (except one girl who was in her room studying) were there when this happened. The idiots who let this happen also flooded the area when they tried to build an above ground pool.

I know the renters. The owner owns a few houses in that area. One of the renters of another one of the houses was throwing the party and people started going on the roofs.

It is in San Luis Obispo CA at a Cal Poly St. Patties day party. It's funny because Cal Poly produces a lot of engineers.

In my experience engineers do a lot of Math not a lot of building.
Confused by your comment; you sound bitter. Are the engineers supposed to nail everything together, personally? Can't imagine the engineer, after doing the math, would've ever recommended those people sit on that roof, whether he/she did the building of it or not.

Gotcha. 100% chance there was an engineer involved if it's a building that's properly permitted (even if just an add-on to a house), especially in a state like CA with heavy regulation. The real problem is that engineers don't design garage roofs to handle that kind of loading.
As an engineer, I'm used to doing the calculations and telling everyone what is safe and what is not and letting them decide what to do with the information. The actual engineer who did the calculations for that structure, if he happened to be standing there, would've ordered everyone off of that roof at the risk losing his/her license.
No no I'm saying an engineer didn't build that garage and beyond maybe their own projects engineers don't build anything. Engineers do the Math and the men do the building and frankly without quality control and oversight the Math doesn't really matter.

The problem there isn't the quality control. Without 100 people on that roof, it'll never collapse doing its function as the roof of a basic shelter.
Engineer -> Contractor -> Inspector
Those steps mean that the engineer never has to set foot in something he/she designs for it to be made correctly. To think that every engineer must personally inspect everything is absurd. Engineers have to come up with the plan of what needs to be inspected in order for their design and calculations to have value
Once again engineers do the Math and skilled tradesman build, we can circle jerk this all day but we are both at the same conclusion.

My question is this.... was it a Modern Engineer that designed it? If so theres you problem. Or was it a older known good design put together by modern contractors? If so theres your problem. Or maybe there were a bunch of morons on the roof and the quaility of the materials used were of substandard quality. If so theres your problem.
