He began his last lap with seconds to spare so there really was no good reason for the strategists at the box to expect that second lap to take place, it was the smarter strategic move to not overfuel and have the lightest possible car for the laps they knew would happen, rather than hauling around an extra lap of fuel just in case they needed it.
