That's not how an engine freeze works. You can't make a new engine or buy an engine made after the freeze took effect. You can sign a contract to be supplied an engine that was developed when the freeze took effect.
They might allow for some pretty broad interpretations of reliability, yes. Although Ferrari were allowed to struggle for quite a while, so I suspect they may wait until the end of the season. Would be quite enjoyable to watch Merc struggle to score points. Seeing as it's impacting a lot of teams, they might give a bit more leeway I guess. He is then handed a 10 second stop and go penalty for entering closed pit lane and ends up dead last, 50 seconds off.

Another theory of mine, which I can’t substantiate, is that I’ve seen many rumours about Mercedes using a cooling system they’ve bought from a (space) rocket company.
