Bosmer's bonus is only 5%. I have 3 Bosmers and I enjoy them all, but in my setups the speed is not a big difference if you are trying to go for the speed cap. It is not enough to replace any set or CP bonuses. It can replace Swift from one piece of jewelry if you are using those, but that's about it.
How are you gearing for speed that you feel it makes a big difference over other races? I would be interested in trying out different setups.
Steed stone with some pieces of armor having the increase standing stone effect + the champion point speed increasers, though on my non-Bosmer alts even with a similar setup they definitely feel slower...
With those bonuses you are right, if I am calculating properly. You should be around +36% from those, or +76% while sprinting, so the Bosmer +5% does make you faster. Medium armor increases sprinting further, and even with 7 pieces you are not quite at cap (+97% while sprinting vs +100% cap), so the additional +5% helps (but only by +3%).
The perspective difference from the point of view being closer to the ground might magnify the feel of the difference too. It does for me. My max height Nord feels downright sluggish compared to my min height Breton, and I usually do not run any speed gear on either (just the CP +20%).
On my speed builds I have been running Jailbreaker + Ring of the Wild Hunt + CP = +80% walking while out of combat, which hits the +100% cap when sprinting out of combat. So I really don't notice right now.

I tried Imperial for the first time, didn't work out. I liked the look, but my Khajiit performs much better as stam arcanist.
I liked the reduced costs with imperial, but ... meh.
I made a Khajiit and kind of based her appearance on my kitten the best I could. I'm playing her as a lightning staff user cos my bby girl is so energetic and gathers a lot of static electricity lol.
For the magicka I play Altmer. The minor dmg resist while channeling the booger beam is what's really nice and extra spell/weapon dmg is always welcome.
For Stamina I play Dunmer because most my characters are dark elves and I like them.
I have only two characters total, a Nord Templar healer, and a High Elf Arcanist. I’m still extremely new to the game and attempting to learn more. I’m not gonna do much else until I get everything figured out with these two characters

Khajiit, because it feels weird having Ember as a companion being any other race, and there are no other companions. Also, my main (sorc) has been aKhajiit since 2015, and looks identical to my arcanist. So my head canon says it’s the same guy. Also, I lucked out that noone had take the name “Mr Arcanist” 😬
I went with a khajiit for my initial one, made him as big as possible, and named him "Sits in Small Boxes"
I then made a dark elf with a Telvanni name before they were all taken.
She will probably be a healer because I think the support skills look pretty nifty.
I was going to do either cat or lizard but I already have 3 cats and 2 lizards, so I went with Redguard. I plan on making a tank, healer, and DPS on same character. The tank is about 85% done and I'm already loving it. The DPS is about 60% done and already hits like a dump truck.
It was very difficult for me to find a race i want to play. As much as i like eso/tes i heavily dislike the character models in eso. Faces are really angular and riddled with edges, even when you make them as soft as possible they still dont match my liking usually.
I prefer playing non humans but still humanoid looking but there are too many elves for my tase xD.
I can make Khajiits im okay with but i also want to draw my character in journals and i cant be bothered to basically learn how to draw a furry.
Since i already have a breton for duo play i settled eventually on an altmer i managed to make not look like he has yellow fever and looks what is to me, manly. I also picked altmer because i want to play stamina Arcanist first for solo and dabble in casual dungeon stuff stamina healing which altmer should be great for.

I went with Breton. Versatile (lore-wise) good mag racials, fits the book oriented aesthetics and I played through High Isle to start leveling and get Isobel. It's fun being a very traditional book wizard with a very traditional knight bodyguard.
I use the scholar personality and Librarian title.
When I want to jazz it up, I just use one of my daedra polymorphs.
Klaatu Barada is my High Elf Beamlord. I just wanted to build around the book beam as it looked fun and High Elf was just too perfect.
I do have a race change token and for aesthetic and story purposes I'm seriously considering just swap to Dark Elf.
I have a Dunmer named Naeryn Telvanni and a Breton named Rayelle Loreseeker. I plan to make a tank as well but I haven't yet. Probably an Argonian, as I have two other Argonian tanks and think they're a really interesting race.
Kitty. You waste no magic and have decent stamina and health head starts. Also the perks help with boosting crit, recovery, and base stats. Really it's a well rounded race for this class

Bosmer is more popular among PvP players. For PvE it’s mostly: Nord, Breton, Dunmer and High Elf. Khajiit is an honourable mention too.
