Not necessarily backstory afaik, but I believe Icewind Dale: Rime of the Frost Maiden has a picture of 3 kobolds in a trench coat in it. That may have been the origin point, or something even earlier.

One of my characters was 2 halflings in a cultist rob. The party was part of an Eldritch cult so nobody questioned that I always wait a robe untill fireball.
