Certain enemies have a higher resistance to bleed. Using a dual weapon and it's weapon art increases bleed build up much more quickly than a single weapon. If you use hollow gems and increase your hollowing, while raising your luck stat, you will also increase your bleed build up

Yeah ok sure, but that still doesn’t answer the question. What does the number mean? I’m sure it’s not just some randomly picked number used to scale how much bleed a weapon does. How does it tie into an enemy? Does an enemy have something like 300 base bleed resistance for example and when I hit I’m adding 34 bleed until I get to that 300?

Pretty much yeah, from my understand it's either one solid number that all enemies have but the resistance decreases the incoming bleed, or the resistance is the number to be reached, honestly not sure.

Get the highest bleed you can. The nuances of how bleed works doesn't really matter does it? Just get the highest bleed stat you can, and level up your luck for maximum efficiency. Some enemies can't handle bleed and others will tank right through it.
