First, you need the monkey knowledge, "There can be only one" Then you need to have a temple with full sacrifices and ready to be upgraded to a True Sun God with full sacrifices as well. In addition, you need the other T5 Supers on the map, but NOT within range of the tower when the True Sun God is purchased. Are you in sandbox? It's not possible in sandbox. If not, I'd guess you probably miscounted the costs of tower sacrifices around the tower, but I don't know.
