nice! I hope he’s in your care now. I have this same tank and I’d suggest baffling the filter outtake (where the water comes out) with a sponge because it can be quite strong for bettas.
I have some more tips for improvement!! get a heater, they like the water to be pretty warm, I keep mine at 79. They also like places to rest, there are these things called beta hammocks which are pretty inexpensive, also some silk or live plants so there are things to explore.

also, that bamboo thing looks a little spiky (the leaves), you may want to make sure that the fish’s find won’t rip on them!
I had that same decoration and it ripped my poor Topsy's anal fins. As soon as I removed it, his fins started healing and I haven't had a problem since. Because of this, I agree that op should think about removing the decoration :)
It’s not sharp at all its quite soft if you ask me maybe your decoration was a different one
Is it silk? If not, then there's a good chance it can still tear your Bettas' fins. I'm not denying you, I just want to inform you so you don't make the same mistake I did
bettas fins are super delicate, decorations can feel okay but still end up ripping their fins, always better to be safe than sorry!!

It was a year ago I just remember they aren’t from the pet store I got them from michaels, they have a selection of rocks. I made sure to soak them in boiling water before introducing them into the tank but I don’t think that is necessary

This is unfortunately not a valid excuse in my opinion to not giving a betta proper enrichment. Would you adopt a dog just to tie it to a tree for the rest of it's life and say "it's better than the cage at the shelter" ?
I see what you mean but at the end of the day it is true. Especially in heated and filtered tanks, it may not be ideal and I’d personally always recommend doing your personal best to enrich their lives its just unfortunate stores set the bar so low for a living animal.
There is poverty and starving people across the world and you are worrying about a fish that has been bred to be sold, 60% of the aquarium die upon arrival I think The fish is doing fine

Natural enrichment to prevent lethargic behavior and depression (yes, bettas get depression from an empty tank) unfortunately, a single piece of plastic does not provide him anything but a danger to his fins.
a heater, for one. bettas are tropical fish.
secondly, more cover. bettas get stressed in wide, open environments like the tank currently has. silk or live plants (java ferns are a good choice, they need 0 upkeep or maintenance) can provide that cover.

We and the living animal in your care are very capable of wanting more. Your betta will get just as depressed in this tank as a cup.
If thats the attitude you have for the fish then maybe rehome it? To someone who cares just a little more than you guys? Between you and your brother…😬

I know you said you don't want to deal with aquascaping, but your little buddy sure would love some more places to rest and hide in. If you change your mind, before I went with real plants, I used the biorb silk plants. You can get those on amazon, and they are super soft. No worries about ripped fins with those. You could add maybe 3, and that would make him happy!
If you ever want to go the real plant route, but don't want any extra work, you could get some anubias! Those are pretty much work free. They have a thick stem piece on the bottom where the roots grow from, and can't be buried. So, you can get some clear gorilla glue *gel* and use a small amount to glue them to rocks. Then just toss them in. They're really that easy. My bettas love laying on the leaves.

He actually will be happier if you follow the suggestions, because Bettas come up to get air.
So if he hides in the cave, he has to keep going up for air. So he can't get too lazy and relax, destress.
Bettas are extra lol.
So you can get a floating log or the 2 leaf hammocks sold on Amazon. They are very inexpensive.
Or... If you have more rocks and can't afford all this at once you can make the cave closer to the top by building it up sturdy on rocks for now until you can.
It's not a permanent solution though.

1). Are you doing fish in cycling? Do you know what this means?
2) heater and thermometer are necessary
3) needs floating betta log…bettas need resting area near the water surface…especially in your low oxygen tank… indeed, the water spout is currently below where the water pours in from the filter. If you want your tank to get better oxygen, the spout should be above the water line. In this particular tank, all you need to do is angle the spout upward (so it’s falling in like a small fountain).
4) need taller, silkier plants
