Yes, there is a chance based system where getting 1+ lowest unresearched tier gets lower and lower. This change was implemented silently around the time tech tree was reworked and 'Collector' vehicles brought in. To some extent its understandable because now there are far fewer lower tier vehicles in the tech tree, but almost all my higher tier random blueprints were from before the changes (though I also play fewer Randoms nowadays).
My anecdotal evidence (all tech tree vehicles researched already before new American line was introduced):
\- M-V-Y (Tier X) vehicle started receiving fragments from Daily Missions first and is filling up fastest (already at 7/12)
\-Tier VII vehicle has received least fragments so far (1/8)
Just research all tanks up to tier 7, that way all BPs you get are for tier8+. Also it isn't even hard, since all of them are cheap in xp...unlike 200k tier 10s
They changed the percentages over a year ago that it would prioritize lower tiers for higher in the roll
i know that, my point is that you can still get t10 blueprints from lines you havent researched, its just that the chances are really low

from what I can tell, blueprints are only given for vehicles which have every predecessor researched/fully blueprinted
