Unfortunately because of a loophole probably not (and it's entirely possible that UK Labour don't feel confident enough in their ability to take Delyn in a by-election that they won't try and force the Tories to hold one).

It is currently impossible (AFAIK) for Labour to force a by-election as a majority of the HoC would need to vote for a recall petition to be held, however if Welsh Labour think they could re-take Delyn UK Labour might well push for one. I think there should be a mechanism for constituents to call a by-election if an MP is absent for a significant amount of time (for whatever reason), because in that scenario the constituents are unrepresented and should have the right to actually be represented in Parliament. There was a Labour MP (I think the one who unseated Nick Clegg in Sheffield) who refused to sit in Parliament and also refused to call a by-election despite being kicked out of Labour and his lack of will to do his job. This is one of many things I think desperately needs reforming in Westminster (that I also think won't ever be reformed).
