Here’s my guess at the finish of this: a smack down wrestler wins and has to move to Raw. Because of that someone has to be traded to Smackdown. Cody Rhodes is that someone and will get his Wrestlmania championship moment against Reigns.

Good outcome. Cody gunning for the belt would lessen not only his story, but the story of the new belt entirely. Separate the two, make Cody focus on Brock and Roman.
