What Somalia has is not federalism, it is a confederation of clan states.
Somalia should go back to 18 regional areas, which each region having a Governor elected by the locals with non-elected and dedicated civil servants. Instead of regional parliaments we should instead have council assemblies where Governors, Mayors and civil servants can discuss local needs. The regions deal with roads, street lights, schools, planning permissions and other local needs. The central government to deal with national health, the judiciary, natural resources, foreign policy, defence, education and immigration.
