Singapore also had a very efficient and pragmatic government that boosted the economy, giving people the opportunity to make a better life for themselves. So they had both a carrot (stability and economic growth) and a stick (strong laws against anti-social behaviour) working together. If we enact laws against qabyaalad before we have established ourselves, then we won't get far. Or put in a different way, if we don't have the carrots to incentivise people, then no amount of stick is going solve our problem. Remember Somalis aren't a meek people, they will rebel if a new tyrant arises.
