tldw; he was got a single low level assault charge despite the fact that there's approx. 160 pending cases against him (most of them being women) he's a corporal, and the fact that he charges people with resisting arrest disproportionately more then any other officer at that department.
Police unions, they really do work wonders.
Also, his performance evaluation is based on how many tickets he gives out so they're not going to punish him for giving out "resisting arrest" tickets; they're going to give him a promotion.

Yes because it points out that police are given a strong incentive to manufacture tickets. That's how their department earns money. That's why we see so many BS charged like "resisting arrest" added wherever possible.

Very few if ANY departments directly receive the money from tickets. You don’t pay the police department you pay the court when you’ve been charged with speeding or any other kind of ticket/conviction. Sure there are some departments that have been caught having quotas but that’s definitely not ever department.
There is REAL police misconduct going on in the world, people being murdered and brutalized, and you making baseless accusations simply makes the position of anti-police harder for the public to take seriously. Hey buddy. There's a good documentary if you want to educate yourself, called "Crime+Punishment".
Basically, police departments incentivize officers to increase their tickets. Performance reviews are largely about numbers. PD's are very careful to not call it a "quota". But if a cop has low numbers they probably don't get promoted and the cops with the higher numbers are the one in line to get promoted. That incentive is a big part of the reason why cops escalate in order to get more charges. That escalation gets innocent people killed (as you noted).
There's other corruption in policing, too. For sure. But hey, you keep pretending like only the corruption you heard about is the "REAL" corruption, then accuse others. Don't let facts get in your way.

I want to see jail time if convicted, and from what I've seen I do hope he is convicted but I don't want to see him executed. It's sets a dangerous precedence and even trying for the death penalty would cause a severe back lash against going after cops since jury's would vote not guilty to save their lives letting them off scot-free.

And I do don't know about you, but how often do we get to break the rules, get written up before we're deemed inept for the job? In my opinion officers should have to be licensed to practice law enforcement. It would set a standard, spell out what is or is not permissible and what discipline measures would be for offenses. They would be required to be knowledgeable in their field, required to stay current to remain licensed and accountable. This is required for teachers, doctors, barbers, and many other professionals. There are solutions to this problem.

The messed up part about this is when he was being interviewed and he was saying that he’d make those arrests and neither his supervisors or the DA ever said hey man watch the rough stuff. As big of a piece of shit that he is he’s still making a valid point. He operated in a system that tolerated his abuses &/or just looked the other way.
The first time he made a bogus resisting arrest charge and used excessive force his boss should have told him to cut the shit. The DA should have tossed the case and told him he’d be in cuffs the next time it happened.
That might have been enough to alter his future behavior. But the cop leadership and the DAs are just as craven and corrupt as the rank & file cops who operate this way so it’s a self perpetuating process.
This scumbag is only being sacrificed because of public outcry or because he made the wrong enemy within the system.
It’s a sad state of affairs when a corrupt criminal cop can implicate those above him and they never have to answer for their part in allowing his conduct for 13 years.

He thrived in that police force, that enabled him, the whole chain of command judged him fit to interact with the public, he was comfortable to be abusive.
If the whole chain of command is not held accountable for an officer wrong doing there is no incentive for the culture to change. So no decent humans can join a force and expect to remain decent, as they either have to turn a blind eye to wrong doing or join in.
Every arrest he has been involved in, should be reviewed by an independent panel.
