I don't see why not. It should work just fine.
I run Plex on Linux OS and an HP small form factor with a low end CPU and we can direct play 3 at a time.
What version of Linux are you running? Do the 3 stream put a heavy load on the CPU?
I am running CentOS 8.1 with no graphic interface. You have to terminal into the server with Putty. Easy to install, a lot of information on Google and YouTube.
By the way, i just tried 5 streams at a time, no problem at all CPU at 50% when you start a video and then goes down to **5%** and 2 of them where transcoding the Audio only.
You will have no issues. I am sure it would work with some other OS as well.

These thin clients work fine, I don’t know if you have the 2 or 4 core version, but I’ve got a similar thin client (Dell Wyse 5020 with quadcore and 4GB RAM) and it works great. It has Gbit ethernet so bandwidth is no issue.
It’s AMD so no hardware transcoding with Plex on Linux (even though it has the hardware for it), but if you don’t need that, no issues.
I have the 4-core version. I was thinking about maybe installing TrueNAS Core for the OS and run PLEX from there. But thank you for the reassurance.
Did you complete this build? I have similar hardware and an thinking of moving Plex from my PC to it.
Wow just seeing this now, sorry. But yes my build works just fine. I stream 4k HEVC Main 10 HDR video with AAC audio flawlessly in my home network. Remotely my friends stick to 1080p content only because my upload bandwidth is crap thanks to comcast. But yeah I could probably add an M.2 SSD for caching to help speed up some features like scrubbing and thumbnail preview.
