The WG doesn’t like things they can’t control, and having thousands of random people sailing around where they could find knowledge that the WG doesn’t want known would increase dramatically with privateering. The warlords are government sanctioned pirates plus there islands/kingdoms with their own navy so privateers do exist. As for why not used in the story it would be an unnecessary added faction that wouldn’t serve much purpose in the story. One of the cores of the story is subversion of the norm Pirates (SH) are the good guys the military and WG are the bad guys. The SH fighting other pirate crews and fighting the navy/WG works but the SH beating up a bunch of farmers turned privateers makes the hero’s look bad
