What: they're supposed to stare at the potato chip aisle for three hours? Damn, this has been a hellish year for everyone and especially customer service folks. If they're doing their job, professional, and responsive to customers then leave them alone the rest of the time.

Department stores usually have a lot of non-customer related tasks, as well as the ability to float when one department is busier than the next.

Depends on the kind of business. If I went into a high end fashion store Id find it weird and somewhat unprofessional (but i wouldn't mind it honestly), if I'm going into a neighborhood store to buy some chips it's expected and definitely doesn't harm business, even if the person doesn't remove their eyes from the screen. Honestly, i think listening to the radio or another thing with headphones is always ok.. holding your phone is not so great. But if they put it away when they notice me (most do) no harm done

It does look unprofessional, especially being on your phone, because when a customer walks in the first thing they see is unavailable staff that have better things to do than help them and customers feel like a bother to them

Staring into space? Where are they working? LOL. Seriously, it's not just standing at the register waiting for customers. There's stocking and cleaning to be done in most places. Worked convenience stores for about 7 years and there was always something to do. That being said I see no problem with a tv or whatever as long as it's not keeping the employee from doing their job.
