They're more famous by a wide margin. No one ever tries to fight them but psuedo divine beings and kage ranks in the story. They changed the ninja team, survived hanzo, countered chiyo, and no one wants to fight them. Kakashi wasn't even recognized as Kakashi by chiyo. She thought he was his dad. There were akatsuki that didn't recognize him even though several akatsuki were ex-leaf. He feels more famous than he is cuz we're viewing the story from the perspective of konoha.

Sannin were prominent but only after they got their nicknames in the 3rd Great Shinobi War I think? Minato and Kakashi had real ass clout that's worldwide synonymous with their nicknames. People would literally turn their heads or take shit more seriously. I made fun of them for the same thing, but there is nuance to it. Not every artifact was acquired under the same circumstances. For example, the most widely publicized artifact is the Elgin marbles, which was sold to a British collector by the Ottoman Empire who had a track record of cannibalizing Greek ruins for marble and in general didn’t value Greek culture. Each Kage is well known, they just aren’t really known on sight unless they have directly caused or ended a war or done something ridiculous. Hashirama for example tamed all 9 tailed beasts and as such is recognised as a ‘god of shinobi’, Hiruzen lead Konoha throughout the latter half of the first great ninja war, the entire of the second and third great ninja wars and was stated to be even stronger than Hashirama in his prime. What i would give to see that even though its probably been retconned.

Number one is definitely a tie between Hashirama and Madara. And despite the existence and reputation of people like various kages, the Sannin, Sakumo, Itachi, etc, only Kakashi can be number 2. One of the most badass moments in the entire anime is when Kakashi appears in front of Tendo Pain, kicks him, has it dodged and then gets addressed with "The Copy Ninja Kakashi Hatake - I'm honoured to meet you." Like, Pain is a fucking lunatic deity, and even he respects Kakashi.

For all of the character development criticisms I have of this show, Kakashi was done so perfectly. He scaled well, he didn't get too stupid and he stayed respectable from his first episode. When I was a teen reading the Naruto Mangas (1-27), in one of the issues, there were the results to a "most popular character" poll. Minato hadn't even been named yet, he was just listed as "4th hokage" in the results and was shadowed out, like a locked character in a video game. The most popular character in the number 1 spot? None other than Hatake Kakashi. I had no idea those polls were a thing, but it made teenage me pretty happy to see my favorite character in the number 1 spot.

Yeah, I think pretty much everyone wishes he did more cool jutsu copy stuff. Unfortunately the Sharingan basically just becomes a hax ability later in the series. Hypnotization, intangibility, teleportation, immortality, instant object deletion at range, giant invincible ghost armor(?)... **Here is my Kakashi head canon:** After developing Raikiri and using it more and more often during the 3rd War and his time in Anbu, he didn't really see a strong need to learn or use other jutsu. With his natural skill level being so much higher than most non-Kage combatants, and having the advantage of the Sharingan, Raikiri probably just ended up being enough to kill anyone he faced in one hit. I think that the "Copy Ninja" moniker he gets comes from his time after Anbu but before the series start, where he probably just copied a ton of jutsu for the heck of it because no opponent could really give him a challenge. He builds this big reputation of knowing 1000 jutsu but he probably doesn't need them to beat anyone. It seems like by the time the main series starts, he basically trimmed down his arsenal to just taijutsu, clones, Raikiri, and his summoning dogs to hold opponents still for Raikiri. He's rusty because he hasn't been involved in any serious conflicts in a long time, and he's probably a little depressed because all his loved ones are dead and all his genin teams have been selfish and untalented. Then by Shippuden he learns how to use Kamui, which is another ridiculously broken one shot move, so he probably puts more effort into mastering it rather than using any of the 1000 jutsu he knows. Ultimately though, I'm just making up a narrative that fits into the existing story. The huge lack of variety in his jutsu depsite the "1000 jutsu" declaration is more than likely just a lack of plot planning from Kishimoto
