Sannin were prominent but only after they got their nicknames in the 3rd Great Shinobi War I think? Minato and Kakashi had real ass clout that's worldwide synonymous with their nicknames. People would literally turn their heads or take shit more seriously.
Plus it also helps that both Minato and Kakashi have distinct looks - Minato being the Yellow Flash and the 4th Hokage also demands that clout. While Kakashi - was mistaken for his father that one time, also stands out because he's the only person (at that point in time) of the series that had one eye with the sharinggan while not being a member of the Uchiha clan.

For example, the most widely publicized artifact is the Elgin marbles, which was sold to a British collector by the Ottoman Empire who had a track record of cannibalizing Greek ruins for marble and in general didn’t value Greek culture. Greece didn’t win independence for another 17 years, at which point it was the first time Greece had ever been a unified nation *ever*. Everyone in the verse knows Kakashi from Kage to Sannin and was respected throughout I don’t think Kage’ are really famous in a traditional sense like maybe in their own village or if they were busted monsters like 3rd Kazekage, Raikage before A and those types
Each Kage is well known, they just aren’t really known on sight unless they have directly caused or ended a war or done something ridiculous. Hashirama for example tamed all 9 tailed beasts and as such is recognised as a ‘god of shinobi’, Hiruzen lead Konoha throughout the latter half of the first great ninja war, the entire of the second and third great ninja wars and was stated to be even stronger than Hashirama in his prime. What i would give to see that even though its probably been retconned.
To be honest, I personally wanted a Hiruzen One-Shot rather than a Minato. I love Minato, but we did see the man in action, and we did see big parts of his story, but we can't say the same for Hiruzen. We don't even know how he got Enma.

One of the most badass moments in the entire anime is when Kakashi appears in front of Tendo Pain, kicks him, has it dodged and then gets addressed with "The Copy Ninja Kakashi Hatake - I'm honoured to meet you." Like, Pain is a fucking lunatic deity, and even he respects Kakashi.

Yea, Hashirama received his title during Shippuden (if not mistaken), and Hiruzen was referred to as God of Shinobi in the original Naruto. It looks obvious that Kishimoto retconned power levels during Shipudden (compare original Hashirama vs war Hashirama, and the original Hashirama was even stated to be as good as he was when he was Hokage), but since we didn't get any prime-Hiruzen depictions, the lack of anti-feats should lead to statements from the original series not losing their credibility, making Hiruzen (somehow) the strongest and potentially most famous pre-Naruto Hokage / Kage

For all of the character development criticisms I have of this show, Kakashi was done so perfectly. He scaled well, he didn't get too stupid and he stayed respectable from his first episode.
His personality stayed consistent and Naruto gracefully surpassed his sensei in the end, but not in a stupid way where he one punch kills him or anything. Kakashi is so well written.

When I was a teen reading the Naruto Mangas (1-27), in one of the issues, there were the results to a "most popular character" poll. Minato hadn't even been named yet, he was just listed as "4th hokage" in the results and was shadowed out, like a locked character in a video game.
The most popular character in the number 1 spot? None other than Hatake Kakashi.
I had no idea those polls were a thing, but it made teenage me pretty happy to see my favorite character in the number 1 spot.

Minato. Kakashi may have been famous but he didn't strike fear the way Minato did. In the Third Great War, shinobi were told to flee on sight of him. Also, the Legendary Sannin. Everyone seems to know them.
Madara Uchiha, just the the possibility of him being alive scared the world so much that all the villages allied together, despite being at odds, sometimes even war, for years.
Kakasi? Yes, the copy ninja. The copy ninja? Of the sharingan, the copy ninja. Tes, the copy ninja. Kakashi, the copy ninja of the sharingan.
The man who has copied 1000 techniques yet his arsenal consists of taijutsu, mud wall, clones, raikiri and kamui for the entire show. Kishimoto really knew how to build hype and have it lead nowhere sometimes.

Yeah, I think pretty much everyone wishes he did more cool jutsu copy stuff. Unfortunately the Sharingan basically just becomes a hax ability later in the series. Hypnotization, intangibility, teleportation, immortality, instant object deletion at range, giant invincible ghost armor(?)...
**Here is my Kakashi head canon:**
After developing Raikiri and using it more and more often during the 3rd War and his time in Anbu, he didn't really see a strong need to learn or use other jutsu. With his natural skill level being so much higher than most non-Kage combatants, and having the advantage of the Sharingan, Raikiri probably just ended up being enough to kill anyone he faced in one hit.
I think that the "Copy Ninja" moniker he gets comes from his time after Anbu but before the series start, where he probably just copied a ton of jutsu for the heck of it because no opponent could really give him a challenge. He builds this big reputation of knowing 1000 jutsu but he probably doesn't need them to beat anyone.
It seems like by the time the main series starts, he basically trimmed down his arsenal to just taijutsu, clones, Raikiri, and his summoning dogs to hold opponents still for Raikiri. He's rusty because he hasn't been involved in any serious conflicts in a long time, and he's probably a little depressed because all his loved ones are dead and all his genin teams have been selfish and untalented. Then by Shippuden he learns how to use Kamui, which is another ridiculously broken one shot move, so he probably puts more effort into mastering it rather than using any of the 1000 jutsu he knows.
Ultimately though, I'm just making up a narrative that fits into the existing story. The huge lack of variety in his jutsu depsite the "1000 jutsu" declaration is more than likely just a lack of plot planning from Kishimoto
