I'm having the same issue. I've been trying for over an hour, I even built up to the height limit, I've tried everything, nothing is working, I'm hoping it has something to do with the recent updates. Either that or I'm terrible with elytras. This is my last achievement and its really been irking me, I'm about to give up with this one. I'm probably gonna send in a feedback/help ticket thing or something with the Minecraft website, I think you should do the same, it might help.
