I think the end is the most relevant part; this has more to do with SK making noises about getting their own nukes than anything else. I just can't take any statement about NK being a "threat to global security" seriously.

I think the main reason why they talk about North Korea being a threat to global security is purely becuase they have nukes. If we were talking purely conventional, they wouldn't pose that much of a threat beyond the potential of smuggling weapons to terrorists or that ilk. But with nukes, it gains a whole other level.

DPRK nukes serve more a domestic goal in giving the Workers Party essentially an excuse to move away from Songun towards Nation Building/Poverty Reduction development. You don't need to pour all your money into the military when you have a Nuke. The other thing is they're just kind of a brazen fuck you to the US for Bill Clinton's short sightedness in the bad faith he engaged with in terms of the 1994 Nuclear Agreement (Agreed Framework) because "lol we thought North Korea would collapse in like a week so why bother adhere to the agreement?" This royally pissed off the North Koreans since they publically just blew up all their reactors on broadcast video with US inspectors present.

ROK, ROC, and Japan all have domestic military industries that have produced ballistic and cruise missiles, among other aerospace things. Japan and Taiwan have put satellites in orbit, Japan has put a rover on an asteroid. Japan has more weapons grade plutonium than they know what to do with. Korea could make nukes pretty quickly, load them on their ballistic missile subs.
