My legit answer is Morgana from Persona 5. That voice would sound perfect coming out of this little fella. My joke answer is Justin Roiland, for the cursed image of any Rick and Morty style dialogue being ejected from Elfilin.

But he already has some lines! Hiiiiii! As for VA in a full speaking role? Sarah Stiles! She played Spinel in Steven Universe. Definitely! Imagine Elfilin breaking into song!!! However, I think a character closer to home would be Tiff from the anime! Her intonation is very similar to his! And so confident in Kirby's abilities!
