I work in the film industry. Even if there are a bunch of other flags, the Israeli flag is intentional. The set dresser and prop department have to purchase and physically put every single piece of background and furniture in place.
I haven't seen this show. But I have a sudden urge to watch it. :)

what about alll the mezuzahs i see in every show. wilfred on fx comes to mind. that house is full of mezuzah. i see them in a lot of tv shows
Yes. :) If it's a TV/film set, then it was someone's job to buy those items and place them in the background.
i dunno. what about instances where houses are rented to fill in and the people who live there don’t want to remove the mezuza… there are just too many of them in too many random tv shows that have absolutely nothing at all to do with judaism and/or judaism. i agree with you on a set in studio, if it’s there it’s for a reason but i see too many that are totallly not related to anything t beyond the home that is being filmed in…

No, it's literally Toronto. My office was around the corner from where they shot it and you constantly see Toronto landmarks and scenery that you recognize as a local.
They showed many different flags in that cup tho.

it's in a bunch of episodes in the first season. they actually change it in season 2 to the south korean flag and a few others.
It shows up again in season 2 if you look closely. Don't know about the later seasons because I didn't get there yet
SK is quite pro-Israel (as is most of the Far East), so….
The government? Sure, why not.
The people? They don't even know that Jews exist.
The civpop indeed has little reason to think of Jews at all, but if they do, it is in glowing terms. (Perhaps it might even sound flattering and cringey to most Jews!)

It's just a bunch of flags. If I had to guess it's part of the Kim's efforts to appeal to the Canadian (and especially Toronto) ideal of multiculturalism. By putting up a bunch of flags they're somehow more Canadian.
Of course it could just be Appa trying to maximize store appeal to as many costumers as possible, it's very appropriate for his character lol. There's definitely no Japanese flag in that basket though!
