If you have a Mac, yes, via AirPlay. Although it’s not really great I have to say.
So would there be lag or connection issue?
It’s a bit of both. When playing video, the lag is compensated iirc, but that wouldn’t work for games for example. For me the lag was about a second or so, but theoretically it could be much less as we see with Apple TVs. As for connection issues, it can be a little problematic at times, but I’m not sure why. Once it’s connected it’s usually fairly stable. You’d probably have to reselect your HomePod every time as the audio output when you disconnect your Mac.

Yes for windows too. There are a few programs you can download to do this ( like Tuneup)
You have a bit of latency though
For windows I use airparrot. It’s not perfect, but I think it was only like $5-10
