Honestly, the physics and tech of these is pretty amazing, right? Are there issues with them vs making your sea legs pretend they're at Atlantis' Amusement Park? =)
Seems like the pier was designed for that at least. Pretty cool.
Often it is better to let it move. Otherwise the pier will absorb the wave's energy

Appears to be somewhere Florida, USA by the registration numbers on the dingy boat to the left.
If they slip and get caught between a boat and the pier....
Right? Why would you be out there?
Maybe the storm came on fast, and they were coming into port? Weathering that storm in shallow waters near shore, or in a small craft might also get you capsized, drowned, or otherwise killed. I don't even wanna imagine the horror of being in those seas a mile out. If the waters are this rough next to the shore there's probably some pretty tall waves out there.

I was referring to the people walking on the dock. It didn’t look like this was just some sneaker waves; this looked like a sustained storm and those people looked to have been putting themselves in a precarious situation.

you could say that about normal sailing too,
oh sure, and to be fair when its rough like them I'm often clipped in with a safety line if I'm doing anything forward of the cockpit. That said, you don't usually clip in unless its very rough... and the deck is covered in a hundred things to trip on, you just pay attention.
I don't have my own boat, but I crew with friends that race off the coast of Brittany. Their current boat is about 27ft long I believe, don't remember the name though. Working on buying my own though!
Pleasure! I actually live in the US but my family is French so that is where most of my sailing has been. If you can find the time, sailing is an absolute joy like no other. You could even try inquiring at a local club as someone looking to learn and crew. I also grew up going to the local UCPA school, and did a few stints with "Les Glenans" school. The last one is pricey, but has levels for every skill, and will be a forever remembered life event. Well worth it!
