Same here. The dates vary depending on how your culture celebrates it. For instance, in Spanish-speaking countries Day of the Dead is a rather joyous holiday where you eat food, play songs and have funny skeleton-themed decorations and shit. In Poland and many other Catholic countries, there's the "All Saints' Day" which is treated as a national holiday (meaning day off work) and it's mostly spent on going around graveyards to light candles, place flowers and pray for the dead. The actual Day of the Dead (All Souls' Day) is the day after, and has similar meaning but we don't get day off work for it. So it's usually said that November 1st is the actual holiday.

That's not true on multiple levels. First of all, if you're referring to Moonchase and Lantern Rite, both cover more than the holidays you mention. Lantern Rite is definitely Spring Festival + Lantern Festival, and Moonchase is Mid-Autumn Festival and arguably Chinese Independence Day. Also in-game, Yoimiya was released during the Japanese summer festival and her character is explicitly associated with the Inazuman summer festival. The next patch leaks include >! a snowman with a Santa hat !<. Their twitter also posts stuff for multiple holidays, including Halloween. And since you said Mihoyo and not Genshin, Honkai has also had in-game events for other holidays such as Christmas.

There's a theory/rumor that it's no coincidence that Dragonspine released 2 days before Christmas. They released the region to celebrate Christmas, but didn't do it openly as to not alienate people of other cultures that don't celebrate it. Hu Tao being rerun during this time also really isn't a coincidence, people have been speculating that they're gonna rerun her at around Halloween time. A major part of the West either celebrate the Day of the Dead or Halloween, and Hu Tao can fall into both.

As far as I know, Hu Tao doesn't have any story relevance in this update. I think mihoyo just wanted to release her banner at the most appropriate time. Also, the other parts of the world are still big chunks in their revenue and Halloween is a thing in Japan.

Mihoyo only celebrates chinese related stuff regarding holidays. It wouldve been better to actually put hutao first in the introduction of tsurumi island coz she'll be there until halloween. And then November for childe's rererun banner coz hes the 11th harbinger. Also putting the current event on november doesnt hurt or do shit. Childe's current questline isnt even on Tsurumi island.
