Most places in the USA don't require or even know what a "busking license" is. And the 1st Amendment guarantees the right to free speech. I would check on local noise ordinances, panhandling regulations, and loitering laws if busking isn't specifically in the municipal code. Also find out when/if/what conditions require a noise/performance permit. If people tell you that you need a license or permit, but there is no way to acquire said permit listed in the city code, then the person accosting you has no ground to stand on. (For public property! Private property is a different matter.)
