I think the first one shows Boruto after having a fight. The new one is obviously not ripped apart yet because a serious fight hasn't happened yet. I think Boruto will look like in the scene of the first episode after he has fought against Code.

maybe a serious fight has happened but boruto is so op now he isn’t touched. both the designs show how borutos grown but in different ways, one showing his survival as a rouge(torn clothes vs the usual perfectly clean jacket,literally nothing but his clothes and sword) and the other his maturity as a man(tucking in his shirt, wearing his belt properly, rolled sleeves). i think they should use a mix of both having it clean in yapping panels but get messed up during fights is the way to go

Definitely the new design. But I wish it had a bit less going on around the chest area. Each of the necklaces and pins has a specific significance when it comes to the ties of his character. But all of them together, on top of his very prominent chest features from Karma, can feel a like a little bit too much. Feels kinda over-designed. The bolt necklace is his trademark. So, it stays. But the bolt pin on top feels unnecessary. Either would suffice. The Konoha pin also feels redundant given his headband. And so is the Uzumaki clan crest given he also has it on the back of his jacket. The sunflower pin makes sense though, since it's a unique reference to his little sister. Also, poor granpa Hiashi. Boruto has a reference to everything on his design except his Hyuga lineage lol.
