Deadshot was protrayed as a white man in City and Origins. Following Will Smith’s performance as Deadshot in Suicide Squad, they are making him black in the Suicide Squad game which takes place after Arkham Knight. The justification is that the Deadshot in Origins and City was an imposter and that SS Deadshot finally got around to offing him for impersonating him. After a decade or more. Very pathetic justification honestly, especially from Rocksteady.
I mean, the Arkham games are well-known for changing character designs. Even as far back as Arkham Asylum, the character portraits for villains who are referenced but make no appearance look far different than their introductions in Arkham City. I prefer continuity to be consistent just as much as the next guy, but it's nothing new.
Plus, most of those redesigns are awesome. The only one I remember outright hating was Ivy in Arkham Knight. In Deadshot's case, his Arkham City variant was butt-ugly and generally uninteresting, from a design perspective. Despite the inconsistency, I prefer his new look.
However, I completely agree that the excuse Rocksteady's giving makes it worse. It probably would have been better if they didn't address it lol.
To be fair, the Asylum bios were comic style. Even the characters who were in the game largely had bio art that did not match their in game game models.

I played Asylum to completion again last December--I play every main game through every few years--and the character art for in-game characters, such as Warden Sharp, Comissioner Gordon, Harley and Joker, seemed consistent with their models, despite the comic asthetic. I could be wrong, though. I love these games, and play them a lot, but I won't claim to be an expert.

They could’ve at least just used a different character (Bloodsport!) or have this one be a different Deadshot he didn’t HAVE to be Floyd Lawton. Personally I felt it would’ve been better to use Deathstroke instead of Deadshot, since it would tie in nicely to Arkham Origins where Amanda Waller recruits Deathstroke into the Squad.
Funny thing is, there is a literal Deadshot that is black, and is comics known as “Will Evans”(that was made to correspond with the film), and operated briefly as and alongside Floyd. I literally do not know why they went through such great lengths to be so stupid.
