This happens to everyone more than one. You farm like hell and finally got that perfect substats but it upgrades all into flat.
Most of the time that mediocre 3 subtats with CR or CD that gains in lvl 4 the other crit modifies are the ones that get triple or even quadruple roll into CR or CD.
damn, this reminds me of my feathers, I got 3 plumes with both crit, and upgraded those to lv 20, then all goes flat atk/hp/def, since that day, I totally stop farming for blizzard artifacts💔
