Ethical implications aside, what does a homeless person have that people would generally want to steal? Filthy socks? Leftover food? Rain soaked cigarettes? The only thing that would be even remotely desirable would be the homeless folks who have animals, but taking a beloved pet from somebody who has nothing else is a deeper level of evil.

There will awlays be that kind of people. I don't know how many but i know that that type of "low" exist.

What on earth can you steal from someone who cant put a roof on top of his head, but wait, technically any product sold to him at a high profit is stealing, so corporations do this all the time?
