Mostly culture, but also genetics and breeding. Too many genetic similarities and the couple runs the risk of horrible defects. It depends on how closely related you are. 1st cousins is almost as bad as siblings. 2nd cousins is a fairly high risk. 3rd cousins the risk is minimal. Anything beyond that you may as well not he related.
The problem with you comment is that birth defects are rare.
There's no problem with my comment. Even rare, the risk of recessive genetic traits and defects emerging is many factors higher than two people who are not related.

It does increase the risk of recessive traits. However, even that risk, while more than normal, is statistically unlikely. Didn’t know about any cousin marriages with the Windsors, etc, in recent memory, but you apparently didn’t know about the media and the public’s opinion of the objective attractiveness level of that entire family, so I’d take my chances. The real issue that people were concerned about was making it awkward among family members when the children grew up if something happened at the wrong time.
