Insects/apes. Either or can take over the world.
But what type of insects?
they already are pretty intelligent. the reason they couldn't take over the world is their short life span
This sounds fair, in the actual state of things. But early men had a way shorter lifespan too compared to now. Their life expectancy was 20-30 years, and with evolution and progress we're now at nearly 3 times that. So unless octopuses' lifespan is hard-coded in their DNA, maybe in a million years they could live long enough to drink a beer (or 8) in the US.
they die after giving birth, so no culture could ever happen
Wtf? Do they? RIP my theory then. I'd like to change my answer to mantis shrimps then. Those look badass.

Not really correct. We and the great apes have a common ancestor species millions and millions of years ago that eventually diverged into the ape groups and the hominid groups.
hominoids are still apes
"intelligent" as humans? is the question who is say we are anything .we are intelligent based on a model made by humans how stupid is that, a group of ants could be talking about the same things Ants are more intelligent and everything else is not.
