6.5% (65 Million) would go to fix Flint MI water systems. Paid up front day one.
1% (10 Million) would be set aside to pay for a new home, new car, furnish it, and the remainder put in CDs & Mutual funds to live off the interest.
The remaining 92.5% (925 Million) would be used to fund a Lobby specifically to counter the lobbying of corporate America. If Corporation A gives Candidate B $10,000 to "encourage" them to vote a certain way, my lobby will donate $15,000 alongside whatever information is available on that vote and the feelings of their constituents. I don't want politicians to listen to me *or* big business, I want them to listen to their voters.

Give 10 million each to 50 friends and family members so that they can live comfortably and I’m still incredibly rich.
Start by paying off all my debts, then my kids' debt (mostly student loans). Then set up a trust fund for my kids and grand-kids education. Next I'm buying some land and building myself a large home with lots of rooms dedicated to various hobbies.
Lastly, I take a big chunk and create a patronage trust. This will be a fund used to pay a yearly wage to various creators who I enjoy. I've had a handful of people in mind for this for years, but I don't have the income to support it right now.
Give away 990 million and retire on the other 10. I'd probably give everyone I know 100k, family 1mil each, and the rest to various charities and strangers.

Give away all of it except 50 million, then pay off my debts, buy my friends cars, and move where I want to move. Then, just live on what's left.
I'd set up my fam and friends (only my bffs) and self. Buy a building for my dream business and get it set up. And then set up programs to help disadvantaged people find work and homes. Buy an apartment building to provide low cost housing that isn't raggedy. And invest some. I mean, the list goes on. A billion dollars is a lot. I'd try to setup programs to help parents of disabled children get childcare.
Edit: also I would buy some land and build my dream home and pay all property taxes and such for a long time.

I have calculated that I will need about four million dollars to live comfortably until I die, assuming death at eighty. Less if I die sooner. So that means I could safely attempt to spend 990 million dollars in philanthropic acts, leaving a reserve of about six million dollars for unforeseen shit.
I have not planned what those philanthropic acts would be, as the chances of me getting one billion dollars are very remote. But if this situation developed, I would immediately compile a think tank for some public research to develop a coherent strategy.
