It can happen due to a time error for different readings. If one radar reading is taken from the wrong time then the radius of that radar will be visible compared to the rest around it. It happens every now and then on weather apps, but it's not how the clouds actually look.
I might be wrong but my guess would be that the mapping for the clouds is done from separate points and this is distortion of some kind. Or aliens!
Possibly. It also looks a lot like a viewshed analysis. Someone may have applied the wrong type of analysis to that point? Or aliens, yep.
